The organisation chose to organise the independent external review as part of its commitment to continuously improve.

ARC East Midlands started in October 2019 thanks to a five-year funding allocation from the National Institute for Health and Care Research (NIHR), having replaced the previous regional applied health unit called Collaboration for Leadership in Applied Health Research and Care (CLAHRC) East Midlands. A mid-term review was also held in the previous CLAHRC.
