This study evaluates the translation of national NIHR CLAHRC policy into regional CLAHRC proposals, operational plans and research programmes for the implementation of applied health research. This includes local contextual factors and priorities and the influence of previous CLAHRCs. It considers how the translation of policy shapes, and is shaped by, prevailing governance arrangements that encourage or discourage collaboration.
The study will produce knowledge about policy translation, and CLAHRC evolution that will inform future plans and contribute to on-going debates about collaborative governance. It will also produce a typology of CLAHRC models.
